4. About the same time a despatch was

received from the Governor from which it was learnt

that in December 1924 he had appointed a Committee

(consisting of representatives of the Hong Kong

Government, British and Chinese shipowners and

ships officers) to advise on various suggestions

for the improvement of the Piracy Regulations.

The representatives of the shipowners and ships

officers however refused to take part in the delibera-

tions of the Committee on the ground that they

objected to the Regulations entirely. When the

Governor declined to enlarge the terms of reference,

these representatives withdrew and submitted the

Minority Report referred to above.

5. The Minority Report included a copy of

"Notes on Firacy and its Prevention" by the Senior

Naval Officer in charge of Meat River Patrols, who

expressed the opinion that the only alternative to the

then existing system was to increase the number of

armed launches available. He suggested that if 5

more aimed launches were provided and marmed by

Royal Naval officers and men, the carrying of lar

armed guards and the sailing on convoy could be

abolished and the system of grilles could also be

very much modified.

6. The Commander in thief thina station

concurred generally in this view though he pointed

out that coastal traffic North and South from Hồng

Kong would not be affected by the provision of

additional launches and he was inclined to think that

the Senior Naval Officer was optimistic as to the

mber which would be required to enable the convoy

system to be abolished on the runs between Hong Kong

Canton and the West River.
